Default whitelist & blacklist

In the file salocal.cf.in, I understand you can add whitelists and blacklists.

If you whitelist an address or domain, but one or more spam rules contain conditions that would mark the whitelist as spam, are the rules still processed or does the whitelist take priority?

Also, does the order of the whitelist / rules make a difference? In other words is it processed in order like a firewall or is the entire rule set loaded into memory?
