Managing Briefcase

What kinds of administrative/management capabilities are there for managing the briefcase? Specific things I'm interested in are:

-Can I limit sharing of folders so that users cannot set up public shares unless authorized by an administrator?

-Can I get a view of all the public & external shares that are currently created so our security team can keep an eye on what things are visible outside the company?

-Any command-line tools to make further settings/config changes to how the Briefcase works?
