Default change default view for new users

I have a script to create users that assigns them to a cos i have setup that has conversations disabled. When the users log in, they have no ability to set the view to conversations, but their default view is conversation mode. I can go in with zmprov and change it to 'message' for their account but is this a bug? Shouldn't a new user that does not have access to conversations have their preferred view as 'message'?

Default

apart from being a programming mess my script is very much tailored to our ldap environment as it pulls user data from there. in the end though it's using the zmprov utility. Here is an example

Code:
zmprov -z ca jdoe@domain.com zimbraCOSid 'a26953c7-f211-4d92-a172-a39591de24bf' givenName 'John' sn 'Doe' displayName 'John Doe'
the cosid can be found by doing

Code:
zmprov gc <cosname> | grep zimbraId
