There is a possibility- limit maximum receivers in Zimbra to 20 e-mail addresses?
Our users sometimes are sending e-mails to 200- 500 receivers at one time.

Here's a way to do it. Keep in mind that this is a postfix setting, so all users are affected:

su - zimbra
postconf -e smtpd_recipient_limit=20

If they send to over 20, it throws a nastey error
