Default Strange Behavior on Non-English Keyboard

One of our users is overseas this semester. The computer he is currently using has a Swedish keyboard.

When he is composing mail in HTML mode, trying to use the ($) dollar sign gets interpreted wrongly. The cursor goes to the beginning of the line and bolds every character after that in the email.

If this just because the keyboard is non-english, or is something else going on here?

What is the locale of the client machine set to ? What O/S is the client machine ?

The user sent this info to me.

"The language is set to English (U.S.), the locale is set to Sweden (can't override the network). The Machine is running Windows XP, Service Pack 2. "
