I know that you can set up multiple domains in Zimbra Open Source Edition, but can admins be set up to only administer users for certain domains, or is that only in Network Edition?

I believe 'Admin delegation' is only available in Network Ed.
Correct. Multi-domain is on both OSS and Network, but domain admin is only in the Network.
