Can I disable attachment viewing from Outlook/How to?

We can disable attachment viewing from web mail UI therefore we have to download attachment whenever we wanna see it. I think that's good for decreasing network traffic. So, Is it possible to disable attachment viewing from Outlook then my end users will be able to download it to only whenever they want?

There is no way to disable attachments going to Outlook.
