Force Reply all to be the default

In my current setup im having a problem with users not using the reply all function. is there any way to force a COS? or maybe just the entire server as a whole to have the default option when someone hits reply to be reply all? and then allow them to reply as a non default option?

To "avoid" (or "fix") this, there are two different buttons in 5.0.x : one for "Reply" and the other one for "Reply To All".

It's much easier now to reply to all with no mistake.
