Change default quoting/reply settings?

Is there a way via the command line to change the default quoting and reply style settings for all users in the web client?

Basically, we'd like to change the defaults for the settings a user would see under Options -> Mail Identities -> Advanced.

I didn't see anything under the Class of Service settings in the admin console.
