Default Domain Administrators

We have need to allow Domain Administrators to create accounts in all domains available and add aliases to any of these domains as well. Problem is that it appears that Domain Administrators only have access to create accounts in their own domain as well as create aliases for their own domains as well. Is there an option to allow Domain Admins to do this? We really don't want to open the Administrators up to a group that only has need to create accounts and groups, etc.

A "domain administrator" is meant to be an "administrator" (with only a few rights) in a "domain".

If you need someone to be able to create/change aliases in several domains, you have to give him/her one domain admin account per domain..
