I will also note that the steps you quoted have one unnecessary step. There is no need to run slapindex after doing a slapadd. slapadd automatically creates the indices for you. The steps quoted also do not apply directly to ZCS 6.0 and later, as they do not use slapd.conf but instead use the cn=config backend.

For anyone encountering this issue and finding the db_recover command missing, it appears to be now:
/opt/zimbra/bdb/bin/db_recover -v
