Figured it out. Not sure if this a change from beta to GA, but the Default COS had change password set to no. I've enabled that and hopefully it'll fix it.

Spotted what looks like a minor bug, though. When I edit an individual user account and click the box to enable passwords under features, it doesn't recognise it as a change and the "save" icon is still greyed out. Doing something else (e.g clicking force password change on and off again) brings up the save icon.
