All the migration tools are available in both OSS and Network. You can get them from your server after install from this URL.
https://<SERVER NAME>/zimbra/downloads/index.html
You should see a file like:
ZCSImportWiz-3.0.0_M4_151.exe
Download, save, run. Enter your server and user details, then select the PST to import.
