Found the problem, it was throwing me off for quite a while, but it appears that in the globals.sh in the util/ folder, it resets the INSTALL_PACKAGES variable to only install the core, even though in the config file, it says to install all of them.

In the bold part.

is it legal for me to edit this file to install all of the packages necessary?
