It's actually resolved.
I was working with support on another issue and to resolve that problem the LDAP password was reset. Later on I came back and ran zmprov and noticed all the changes I had been trying to make had actually been applied...including the ZimbraMailPort change that I had tried to apply before the migration to NE and the new server. I can't say I understand it but the problem now seems resolved.
