the culprit of the error result is bad MAPISCV.INF
The installer cannot add to the profile Outlook Address Book
When you do Repair it does not create profile so it succeeds.
if you have somewhere the clean installation of Outlook 2003 you can get MAPISVC.INF from there. (but before you install ZCO)
