4.5.x installer does not support Outlook 2007.

You should not do that.
I compiled that version for Outlook 2003 especially for the very version of Mapisvc.inf that was posted.
Outlook 2007 does not have such entries in this file.
So you can break installation of third party providers if they are installed by replacing Mapisvc.inf file.
