I had one user where the Exchange Migration tool wouldn't work, so I used the Outlook PST importer on her local machine. It worked just fine, and we run Office 2K3 and Windows XP SP2. You may have to test another user on an XP machine and see if you still get the same problem.
Also, you might want to look into the 10MB+ attachment issue. Maybe those are the errors the tool is running into?
