The Junk folder is for spam that gets through the filters. If you hitt'junk' on a message in your inbox you do several things, first it gets moved to the Junk mailbox and second it also gets sent to the 'Spam Training Account'. The spam training account is one that has a 'funny' name if you look in the admin UI. Mail in the junk folder will automatically get purged after a set number of days.
If you then find something in the Junk folder that is not Junk, hit the 'Not Junk' button and it gets sent to the Ham training account etc. etc.....
Forwarding stuff to the Ham account will only train the filters that it's not spam and conversely if you send it to the Spam folder it gets trained that it is spam. If you want to specifically whiteleist someone or a domain then search the wiki for 'whitelist'.
