erm, stupid me.
I gave you the command to modify a users timezone, it should be the COS. Try the following command:

zmprov mc default zimbraPrefTimeZoneId "(GMT+10.00) Canberra / Melbourne / Sydney"
where 'default' is the default COS, if you have multiple COS on your server then change them all.
