Default Just a little searching....

If you go to the users calendar(as them) and edit calendar properties(right click or ctrl click on a mac), you can choose "Exclude this calendar when reporting free/busy times"

Each user has to individually choose to do that in their account. You may be able to edit the users ldap attributes yourself to do that, however this is the only way I know how to do it.
