Assuming you are using Act 2007 (version 9), then you go into the Tools menu as an Administrator, then Preferences, then Email. Click on Email Options and then choose Outlook as your mail client and on the next screen you can select either 'Use the Act! e-mail program' or 'Use the Outlook e-mail program'.

That should do it.
