I just found this post and have to give my 0.02
First I agree with your opinion about Act as I am sitting here with the exact same problem, a shame I have to use outlook instead of the web frontend.
The problem with ActMail not sending out is known to mee as well, but mainly from the time before we used Zimbra and with an older Act version.
As Actmail is really bad we never used it and the company we bought Act from recommends not doing so as well.
We currently use Outlook, though I did not get Act yet to pass the mail on to Outlook directly when clicking.
We just add the Act Addressbook to Outlook and use it to get the addresses from, so the mails are listed inside Act and can be accessed from there.
Nonetheless I would be very happy if I could get access to your bug report.
