Do all the records have trailing commas? Have a look at this enrty in
bugzilla, could you see if it applies to you? I've not had problems importing cvs file but I'm also on the OSS version. If that bugzilla entry doesn't apply then I'd suggest contacting support to see it's known as a bug.
