We too find it annoying when brining on a new Outlook (non-Exchange) user to Zimbra who wants to keep using Outlook that we have to run the PST Import Wizard first to get the entire contents of their PST file onto the Zimbra server, and then after installing the Outlook Connector everything has be downloaded again fresh from the Zimbra server.

Not a big deal for small mailboxes, but for multi-GB mailboxes we'll often instead take the PST file direct to the data center to do the PST import portion.
