Please try the following:

- enable zcb logging
- execute IEMSTest.exe for offending user
- find corresponding zcb log file that has 'IEMSTest.exe' component in the name
- look for CreateStoreEntryId
- post portion of the log covering execution of the function mentioned in the previous step
