I strongly disagree. To state that this is a Windows issue would imply that perhaps it works just fine on one or more other operating system, such as OS X, Linux, BSD, Solaris. Zimbra can run in a browser window on any of those, but a mailto: on a different website still may have difficulty in opening Zimbra to the correct location.
The fix for making it work correctly would vary depending on the OS used, but that does not mean that the OS is at fault.
