After some diagnostics, it seems that the second mailstore was not talking to the zimbra MTA. I switched the second mailstore to a non-zimbra MTA on our net and the error went away. I switched back to the zimbra MTA, restarted all services on all boxes (mta, store1, and store2) and it worked.
