Check out these bugs for the reg keys that control gal sync:

Bug 32571 Use LDAP Address Book and Disable Offline GAL
Bug 29429 Throttle gal sync

And in 5.0.14 you'll want to keep an eye on these which will give a better experience with sharing when gal sync is disabled:
