I'm 99.999% sure the permissions are good.

I've reviewed just about every thread and Wiki article I can find. Unfortunately the article you pointed out does not cover moving from 32 bit to 64 bit.

I followed the steps in the 32 bit to 64 bit wiki (plus excerpts from several forum posts) which all lead me to the same state my new server is in now.

I've submitted a case to support linking to this thread as the description of the problem.
