obviously this disables a huge part of what's cool about zimbra
but hey you could do this to prevent the server from even listening on the http/s ports:
zmprov ms SERVERNAME zimbraMailPort 0 zimbraMailSSLPort 0
tomcat restart
if you file that bug you might suggest adding a zimbraMailMode: none
